Manchester United fans face being banned from away games.
Clubs are concerned about safety because United fans ignore instructions to sit down and frequently move into different areas.
United have repeatedly warned punters to sit down.
Director of Communications, Phil Townsend said: "The ultimate sanction we face is having our fans banned from away games altogether - not by us but by other clubs. That is the last thing we want.
"We are coming under increasing pressure from the authorities to demonstrate that we are taking action ourselves as the problem persists.
"We have already seen our allocation reduced at most venues on the grounds of safety abd now face the possibility of clubs cutting further, or withdrawing completely."
United have already made it more difficult for loyal fans to see away games by changing their 'loyalty pot' scheme.
